REGISTER TO VOTE!

You must be registered to be eligible to vote in South Carolina elections. 
To register, you must:
be a U.S. citizen
be at least 18 years old on or before the next election (you are allowed to register if you are 17 years old now, but will be 18 years old on or before Election Day)
be a resident of the state, county, & precinct where you are registering
not be under a court order declaring you mentally incompetent

not be confined to a public prison as a result of a criminal conviction

never been convicted of a felony or offense against the election laws

If you have moved to Richland County from a new county, you will need to re-register.  There is no length of residency requirement to register to vote.

You are eligible to register if you have been convicted in the past, and you have completed your sentence including probation and parole, or if you have received a pardon.

Students may register to vote where they reside while attending college.  All college students who live on campus must register at the physical address of their dormitory but can use their P.O. Box as their mailing address.   Students who want to register in SC but live out of state must register with a Federal Voter Registration Form.

What if someone is unhoused or homeless?  You don’t need a home to register, but you do have to identify a place of residence, which can be a street corner, a park, a shelter, or any other place where you usually stay.

How to Register

Register online: at Votebluesc.com or scvotes.gov using a SC Driver’s License or an ID card for non-drivers from the DMV. If you’ve moved, update your address with the DMV first.
By mail: Download an application through Votebluesc.com or scvotes.gov, complete it  and return it by mail, fax or email.
In Person: Visit your county voter registration and elections office.

Registration Deadline

Voter registration applications must be received by the county voter registration and elections office OR be postmarked by the 30th day before an election
If the voter registration deadline falls on a weekend or holiday, applications that are postmarked on the next day that is not a weekend or holiday will be accepted.

If You Move…

If you move from one county in SC to another you MUST submit a new voter registration application and meet the deadline to register to vote in any specific elections. This is generally 30 days in advance.
If you move within the county, update your address as soon as possible online at votebluesc.com or scvotes.gov or by completing the paper form and sending it into the Elections Commission at 2020 Hampton Street. You can also complete the back of your paper voter registration card and return it to your county voter registration and elections office.

YOU MUST PROVIDE A PHOTO ID WHEN YOU VOTE IN PERSON

If you don’t have one of the photo IDs listed below, ask about getting a SC Voter Registration Card with a photo at the Election Commission Office at 2020 Hampton St. The addresses on both the Voter Registration card AND the photo ID need to be the same if you are to vote at your precinct. If you are unsure, you can check your voter registration information at votebluesc.com or scvotes.gov. 
You need one of the following to vote:
  • SC Driver’s License – Includes standard license and REAL ID  
  • SC Department of Motor Vehicles ID Card
    • includes standard ID card and REAL ID
    • includes SC Concealed Weapons Permit 
    • Federal Military ID (includes all Dept.of Defense photo IDs & VA Benefits card)
  • US Passport – includes US Passport ID Card
  • SC Voter Registration Card with Photo Free Photo IDs are available from your county elections office or local DMV office. You must provide your name, date of birth & last 4 digits of your social security number.
  • Can’t get a photo ID? Bring your non-photo voter registration card with you to the polls. You can vote after signing an affidavit stating your impediment to obtaining a photo ID.
Only the last four digits of your Social Security Number (SSN) are required by S.C. Code § 7-5-170. This is used for internal purposes only and eliminates multiple registrations by a single individual. Your SSN is not released to any unauthorized individual.
